The Congressional Globe  December 10, 1850  -
Fillmore’s first Annual Address to Congress-
Slavery, Fugitive Slave Act
The primary news of the day is
Millard Fillmore’s
first annual message to congress
, having risen to the position
upon Zachary Taylor’s death.
The Globe carries the text in full, four pages long.
There’s mention of a bill for “construction of a
national highway
,
consisting of a railroad and common road from St. Louis to San Francisco Bay ,
to extinguish the Indian lands along the said highway,
and to establish military posts and grant lands to settlers thereon.”
The last three pages record a
lengthy discussion of slavery,
the
Fugitive Slave Act
and agitation
between the North and the South,
prompted by the abolitionist and
Ohio congressman
Joshua Giddings.
There is mention of a treaty for a
canal through Nicaraugua,
the Homestead Act,
and a treaty with the
Hawaiian Isles.
Much other business is included such as
selection of the standing committees
and even much ado over the
election of the congressional chaplains.
It is 16 pages long; each page is 11” by 8 ½”.
It is in very good condition, with the pages somewhat browned.
There are no marks or tears; it was removed from a volume.
