    10 1/4 inch Silverplate Platter/Plate by Major William E. Besse from Torrington, Conn. This is a great collectable from Torrington, Conn. by Major William E. Besse - He donated all the parks in Torrington.  It is made by International Silver Co.  and is engraved "Major William E. Besse".  It has a lacquer  on it and someone was taking it off with fine steel wool.  The Plate/Platter is in great shape. Sold only in U.S. Priority Mail .00
